so were received within the official 15-day comment period and there are less

then 100 comments altogether. The lesson here is that the apple industry has

done a very poor job in making their voices heard in the right place. Fruit

meetings and e-mail discussion groups are a good place to get things rolling,

but the only way you can lobby for reasonable and sound regulations is to

write to the agency.


My advice to everyone in your shoes is this:when the

proposed rule is published in a month or so, don't throw your hands up in

disgust and complain about the over-regulatory government - put your best

arguments in writing and submit it to the FDA. It will be your last

opportunity before the final rule is promulgated in time for the '98 season.
